Dutch language added to webui

This is my first involvement with contributing to Github. Plz be nice..

Added message.php to new nl dirctory in language in webui
Added line 358 in config.php to put nl in the language array.

Almost perfect. Please delete config.php from the PR, and instead edit config.php.in in the repo root and add 'nl' to the $langs array (in line 349) in alphabetical order.
