This PR adds a new ChIP-seq downstream analysis, including a template for running diffBind (similar to the RNA-seq downstream analysis).
In order for this to be well-tested, it uses the new data that is being prepared in the new lcdb-test-data-human repo, which is still being implemented.
So we expect these tests to fail until that's worked out.
