The easiest way it to do so is to just follow the tutorial listed here.

Note: You must follow join the Chromium Developer's Newsletter with the same email you are using for your API key for the Speech API option to appear.

Tip: The easiest type of API-key to use is the browser one, ensuring that the key allows any referrer.

We have not yet tested if the 50 uses/day limit is enforced. Feel free to test the API on our behalf.
