Add Docker deployment assets for permanent hosting

• add a Dockerfile, compose file, and dockerignore so the Streamlit dashboard can run in a restartable container
• publish a GitHub Actions workflow that builds and pushes the dashboard image to GitHub Container Registry on every push to main
• update the README and deployment guide with instructions for Docker, Compose, and the automated build pipeline
