fix mijnhost/scaleway DNS API settings
Scrapped defaults for networks since they are not used. The DO look useful so I'm making this note if somebody misses them the fields probably need a Required=Y flip but here I just enforce what is actually happening in the model and the fact that nobody complained about it.
Changed a validation message to not end with question. Although I do not oppose to this the current rule is "dot" for end of sentence only and the question appears to be better suited for the help text where it can be accessed beforehand by the user.

net/frr: add BFD dependency support for static routes
We redistribute static routes from staticd into OSPF via WireGuard tunnels.
We want the redistribution to depend on whether the tunnel is actually up.
Since WireGuard interfaces remain up even when the tunnel is not functional, BFD appears to be the simplest solution for detecting tunnel failures.
