Re-applies two stale Dependabot bumps (#34, #33) that targeted workflow files removed in the monorepo refactor (#37). Re-applies two stale Dependabot bumps that became un-mergeable after the monorepo refactor (#37) deleted the workflow files they targeted (
release-pr.yml,publish-tokens.yml) and switchedci.ymlto setup-bun. Both actions now live only inrelease.yml, so the bumps are applied there directly.googleapis/release-please-actionv4 → v5.0.0 (replaces chore(deps): Bump googleapis/release-please-action from 4.4.0 to 5.0.0 #34).
