Additions to the server to limit the amount of resourcse a single user can use

maybe we should have a 'Server Config' yaml or something where we can set these values. What do you think?
For instance, many of our users prefer the scipy image over the minimal, or they may need to change to an even more strict resource management. @StijnRis
