Proposed Change

I am looking into supporting metrics. The first step will be to update components to declare which telemetry type(s) they support. We will iterate on this I am sure.

This PR will be rebased onto current main and used as the foundation for the combined metrics/traces stack (PIPE-785). A fixup commit will be added on top to extend SupportedTelemetry() to the HEC output. The remaining PRs in this series (#79-81) are being deferred — their contributions (MetricRecord model, histogram support) will be adapted into the combined stack with co-authorship attribution.
