config+server: add MvfstConfig and wire into TransportSettings#301

Add MvfstConfig struct (and ParsedMvfstConfig for YAML loading) with tunables for congestion control, pacing, flow control, and loss detection. Wire it through ConfigResolver into MoqxRelayServer::buildTransportSettings so operators can tune mvfst without recompiling. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
