EL9 bootc failures (both arm and x86) are caused by a kernel-devel package mismatch — the bootc base image ships kernel 5.14.0-687.5.2.el9_8 but the matching kernel-devel isn't available in the RHEL 9.8 repos. build-serialsim.sh fails with:

Error: Unable to find a match: kernel-devel-5.14.0-687.5.2.el9_8

Known issue tracked by USHIFT-6711. Retesting in case repos have synced.
