This PR addresses several issues I ran into while testing e2e IPv6 comms between omicron probes and upstream networks.

  • show v6 nat entries in swadm nat ls
  • make nat workflow server dual stack
  • sync v6 nat entries for softnpu asic
  • ensure uplinkd makes link local addresses before static v6 addresses
