@danyalaytekin Looks good to me setting up the token method for first publish, and agree we'll need that. I wonder if we should add an issue to move to OIDC after that?

This PR adds a publishing mechanism. OIDC publishing does not support the publishing of a first version of a package; the package must already exist. So this implementation returns to the use of
REGISTRY_PUBLISH_TOKEN.Also:
grunt-eslintto resolve all audit problems except one moderate severity (will be fixed by Bump js-yaml from 3.14.1 to 3.14.2 #4)
