What
This updates the CLI CI toolchain to Go 1.26.5 and changes its builder image to the floating golang:1.26-bookworm tag.
Why
GO-2026-5856 is fixed in Go 1.26.5. Updating the CI pin and image together keeps CLI release artifacts on the patched Go line.
Testing
The compile-only Go test suite and Dockerfile BuildKit check passed with Go 1.26.5.
