What
This updates the CLI 0-33-0 release branch to Go 1.26.5 and changes its builder image to the floating golang:1.26-bookworm tag.
Why
The release branch still selected Go 1.26.4. This keeps its artifacts on the same patched Go line as main.
Testing
The compile-only Go test suite and Dockerfile BuildKit check passed with Go 1.26.5.
