Add GitHub team for maintaining fuzzers

Instead of listing individuals, I've created a new GitHub team (@python/fuzzers) which has contributors to OSS-Fuzz fuzzers, harnesses, configuration, etc. This team also has write access to the python/library-fuzzers repository.
