Added featureMetadata to ops_utils and removed it from this repo, also merged dino_cell_painting into this branch. Once this is merged we can delete both of those branches.
I will also open a PR into ops_utils with the addition of FeatureMetadata
I will not merge this branch until it has been tested extracting and processing features
