Adds the useR! 2019 case study from the old STAT 545 repo to the end of the Character Encoding chapter as suggested in #45 (comment)

I made some minor formatting changes to the content, such as adding in bookdown cross-references and changing the title from "Character encoding case study: useR! 2019" to "Case study: useR! 2019".

Added ThinkR-open/utf8splain package to DESCRIPTION and updated the lockfile (I think I did this correctly, unless something in the renv workflow changed).
