Changes Helm-generated runner scheduling by merging global and deployment nodeSelector values and removes the runEnvironment.pod configuration block, which could alter where runner workloads land or break setups relying on the old pod-level settings.

Overview
Bumps the runwhen-local Helm chart version to 0.5.1.

Updates the runner config templating so runner deployments inherit the global nodeSelector (merged with runner.runEnvironment.deployment.nodeSelector) and removes the runEnvironment.pod/TaskSet pod configuration section from the generated runner-config ConfigMap. Corresponding values.yaml docs are cleaned up to reflect that runner workloads are configured via the deployment settings only.
