Reverts #2958. This caused several issues related to nested cargo proxies calling one another; see #3031 and #3029.
I would like to re-land something like this in the future (#3035). But the issues are complicated to fix, and might require changes in the code that's calling nested proxies. This gets a patch release out in the meantime while we figure out the best approach.
