Release CLI adapter bugfixes

Summary

• bump @merekit/cli to 0.2.4 for the adapter bugfix release
• refresh bundled Business adapter with site request-changes and auth error callback handling
• refresh bundled Network adapter with auth error callback handling and current command surface
• update command matrix counts for refreshed adapters

Verification

• pnpm test
• pnpm check:adapters
• npm pack --dry-run --ignore-scripts

Note: npm publish is not completed from this machine because npm registry auth returned E401.
