Adds a GitHub Actions workflow that notifies Chloé (the SDKMAN! AI assistant) whenever a new issue is opened.
The workflow POSTs issue metadata to the OpenClaw webhook endpoint, triggering an immediate triage summary in the
#github-issuesDiscord channel.No secrets are stored in this repo — the hook token is read from the
OPENCLAW_HOOK_TOKENorg-level secret.
