feat(gofer): implement queue limit and TTL for target triggers#862

Add support for returning HTTP 409 (Conflict) when Gofer refuses a promotion trigger due to business constraints (e.g., queue limits). Previously, REFUSED responses were treated as user errors (HTTP 400).
