Summary

Add .github/workflows/docker.yml — buildx smoke build on PR/push to main (no registry push, GHA cache)
Extend README.md with ## Docker: pull from Docker Hub + GHCR, docker run, LocalStack env example, tag table

Test plan

CI smoke workflow runs on this PR
Can merge independently of release workflow, or after ci(release): add workflow_dispatch Docker release consumer #28
