Due to the large scale requirements of the Hero test, hand written configs are not desired, also storing in git large files is not advised.
Hence a piece of software that can generate the config at different scales based on an algorithm is desired.
This PR is proposing a hero test config generator, using a config format very close to the config sample already present in the community
