Fix external repos failing to be parsed, improve Bazel version compabiliity

• Use --consistent_labels to prevent an issue where some targets could be missing due to changes in Bazel labels throughout versions
• Fix external repos having their URI point to a place where some repos may not exist (think this is another bazel versioning detail)
• Add support for bzl external repo canonical labels
• Add a iOS notification example
• Add a external repo example
• Minor logging improvements
