chore(pg-delta): add sort-phase benchmark harness

Adds packages/pg-delta/bench/ with synthetic sortChanges timings (mitata), bun --cpu-prof-md burn script, and Docker E2E phase breakdown against Supabase base-init + large-schema.sql fixture. Wires npm scripts, knip/tsconfig, bench/profiles/ gitignore, and documents usage in CLAUDE.md.
