This commit fixes the installer build pipeline. Previously, critical files like shell extensions and OpenSSL DLLs were missing. This updates the solution configuration to build missing tools in Release|x64, modifies the installer prep script to gather these tools properly, and updates the GitHub Actions workflow to download OpenSSL DLLs.
