Update SSOT registry for structured fields

Summary

• Added the RFC 9651 structured-fields strict-validation feature, claim, source evidence, and test inventory to the SSOT registry.
• Regenerated .ssot/registry.json with ssot-registry 0.2.10 and updated the generator to match the latest package contract.
• Normalized oversized generated SSOT IDs so the registry validates cleanly under the latest validator.

Testing

• uv run --no-project --with 'pytest>=8.0' --with ssot-registry python -m pytest tests/test_ssot_registry.py tests/test_p8_sf.py tests/test_structured_fields_validation.py
• Result: 16 passed
