• align doctrine snapshot files with the new GitHub Projects issue/commit granularity policy
• update AGENTS guidance to enforce issue-driven and small issue-scoped delivery defaults
• preserve documented exceptions for non-diff, discovery-first, and unavoidable architecture-wide work
