NAS-137780 / 27.0.0-BETA.1 / UX improvements for the interface configuration workflow

Changes:

• draw more attention to interface configuration content (Test Changes, Save Changes, etc)
• proactive approach to preventing users from removing a static IP if the web UI is bound to that address
• provide a "Test and Open UI" option when convenient

Testing:

• test interface configuration when the UI bind address is a wildcard
• test interface configuration when the UI bind address is explicitly set
