Update slatedb to 0.13

Update the slatedb crate to version 0.13 and fix associated breaking changes.

• Updated foyer cache dependency to version 0.22 as required by the new slatedb engine.
• Migrated Foyer initialization code in api.rs to use Foyer 0.22's new builder API patterns (BlockEngineConfig, FsDeviceBuilder, PsyncIoEngineConfig) with correct block sizes and capacity parameters.
• Replaced direct field accesses on Manifest with corresponding getter methods (l0() and compacted()) in compaction.rs.
• Initialized new WriteOptions properties idiomaticaly using ..Default::default() in store.rs.
• Validated via cargo test that no functionality was broken.
