Implements CLI-07 from the Spark remediation backlog. Adds the unverified count, private-source warning output, CI assertion, and the spark-researcher verify_ref correction to canonical main. Local verifies passed: focused registry-pin tests, registry-pin JSON verify with unverified 0, CI assertion command with unverified 0, full pytest 787 passed, 8 skipped, 169 subtests passed.
