PR #43 bumped dashboard's eslint to 10.3.0, but eslint-plugin-react-hooks@5.2.0 peer-requires eslint < 10. CI broke on `npm --prefix dashboard ci` with ERESOLVE. Reverting eslint to ^9 restores the install while keeping the rest of the major-bump batch that landed cleanly (typescript 6 in /website, @types/node 25 in backend, etc.). We'll revisit eslint 10 once eslint-plugin-react-hooks publishes a release that accepts the new peer range.
