Spark Compete reset status: Gate review still pending.

Updates the Spark registry pin for spark-telegram-bot to the #255 maintainer adoption merge after registry verification, focused tests, CI, and jury gate passed.

Security/Docker review note: required CI, secret scan, CodeQL, Scorecard, and spark-jury-approval passed on the updated branch. The optional Docker workbench was also dispatched after adding the live-image smoke lane in #424. The overall optional workflow is red because its dev/sandbox jobs expose pre-existing Docker workbench issues, but this PR's affected live-smoke job passed: live image build passed, spark --help inside the live image passed, and the hosted entrypoint failed closed without required env as expected. Accepting this Node live-image bump on that scoped proof.
