Clean-author replacement for #563.\n\nWhat changed:\n- Uses one visible mobile verb canon: Approve / Not now / Hide.\n- Clarifies Approve consequence copy without suggesting pre-approval autonomous sends.\n- Keeps backend decision contract unchanged: approved / skipped / dismissed.\n- Updates focused tests for canonical live-region copy.\n\nSupersedes #563 because its follow-up test-fix commit used an unlinked local author email and tripped Vercel's author gate.
